The suspect, a 37-year-old Norco man, was eventually taken into custody after hitting a dead end.

“California peace officers can cite on any public roadway and/or make an arrest anywhere within the state of California,” said Lt. Joses Walehwa of the Orange County Sheriff’s Department.

The rider was transported to a hospital and was pronounced dead.

The crash happened at the intersection of Etiwanda Avenue and Valley Boulevard when a car ran a red light, officials said.

Two people were thrown onto the 57 Freeway and died after the defendant’s truck slammed into the back of their vehicle on the right shoulder, officials said. Those killed were from Diamond Bar and Costa Mesa.
