Posted on: October 24, 2022Homicide – UpdateReporting Deputy: Sergeant Ben RamirezFile # Y222960015Update:This investigation began around 8:20 AM on October 23, 2022, after officers from the Colma Police Department, located in the San Francisco Bay area, responded to a 911 call. Colma police officers met with the caller, who provided information regarding two deceased victims in Coachella.  Colma police officers requested the assistance of the Riverside County Sheriff’s Department, who verified the information provided.  After deputies found the two victims, the subject in Colma was detained and the investigation continued. The suspect, Daniel Torres, a 22-year-old resident of Coachella, was later arrested for the murder of both victims and booked at the San Mateo County Jail in Redwood City.The victims in this case were identified as Hector Ramos, a 23-year-old resident of La Quinta, and Monique Vega, a 26-year-old resident of Val Verde.The investigation is currently on-going and no further information will be released at this time.On October 23, 2022, at 9:41 AM, deputies assigned to the Thermal Sheriff’s Station were dispatched to assist another agency with an investigation and met with residents at a home in the 85300 block of Avenue 52 in Coachella. Inside a casita attached to the main residence, deputies found a deceased male adult and a deceased female adult with significant trauma. Deputies maintained security at the house and the Thermal Station Investigations Bureau responded to the scene. Based on the circumstances, the Central Homicide Unit also responded and assumed the investigation.The identity of the victims will not be released pending notification to next of kin and the Coroner’s Bureau investigation. The investigation is currently on-going and no further information will be released at this time.

Posted on: October 21, 2022Robbery and Kidnapping Suspects ArrestedReporting Deputy: Sergeant David AldrichFile # Y222890014Details:On October 16, 2022, at 11:23 AM, Thermal Station patrol deputies responded to the 50000 block of Cesar Chavez Street in the city of Coachella, reference an adult male victim who was kidnapped, robbed, assaulted, and extorted for money.The investigation revealed the victim was visiting a local casino. The victim left the casino with the suspects and drove to the city of Coachella. While in the 53500 block of Cesar Chavez Street, the victim was assaulted and robbed. The suspects demanded money from the victim, which he did not have. The suspects held the victim against his will and demanded money from the victim’s personal contacts. Once the ransom was paid, the victim was dropped off in the 50000 block of Cesar Chavez Street in the city of Coachella. The victim was treated by paramedics at the scene for his injuries. The investigation was assumed by the Thermal Station Investigations Bureau.During the investigation, the suspects were positively identified as Alexander Henry Edlund, 34 of Coachella, and Brian Emmanuel Jamand, 26 of Coachella.On October 16, 2022, at 8:24 PM, Jamand was located in the 78000 block of Highway 111 in the city of La Quinta. Jamand was taken into custody without incident. Jamand was booked at the John Benoit Detention Center for robbery, aggravated kidnapping, assault with a deadly weapon, and committing a felony while on bail.

Weapons Arrest of a Juvenile

Posted on: October 21, 2022Weapons Arrest of a JuvenileReporting Deputy: Sergeant Mariano Matos IIIFile # Y222940009Details:On October 21, 2022, at 7:00 A.M., members of the Coachella Community Action Team (CCAT), with the assistance of the Southern Coachella Valley Community Service District Team (SCVCSDT), served a search warrant at a residence located in the 84–700 block of Avenue 51 in the city of Coachella. The search warrant stemmed from a weapons investigation CCAT was conducting. During the search warrant, CCAT members located a loaded .40 caliber handgun and a Billy club. Arrested was a male juvenile documented criminal street gang member, who was found sleeping on top of the handgun. Reckless Driver Arrested After Leading Deputies on a Pursuit

Details:

On October 17, 2022, at 10:16 AM, deputies from the Moreno Valley Station, located a silver 2008 BMW sedan driving recklessly south on Indian Street near Dracaea Avenue in the city of Moreno Valley. Further investigation revealed the BMW was wanted in connection with evading deputies several days earlier, but was never located. The BMW was seen again today driving erratically at a high rate of speed, running stops signs, failing to stop at red lights, and driving on the wrong side of the road. A Riverside County Sheriff’s Department helicopter followed the BMW from the air, as it drove dangerously throughout the city and was seen throwing numerous beer bottles out of the vehicle. Several motorcycle enforcement deputies attempted to stop the BMW, but it fled and evaded them at a high rate of speed. The motorcycle enforcement deputies pursued the BMW through city streets until it ran a red traffic light and collided into a white Ford Ranger at the intersection of Kitching Street and Cactus Avenue. The impact of the collision caused the Ford Ranger to overturn and collide with two additional vehicles. The driver of the BMW then exited the vehicle and fled the scene on foot. Deputies chased the driver and he was arrested as he ran through a nearby flood control channel. The passenger of the BMW remained inside the vehicle and was arrested without incident.

Paramedics responded to scene and provided medical treatment for all of the involved parties. The drivers of the involved vehicles sustained minor to moderate injuries and were transported to a local hospital for treatment. The driver and passenger of the BMW both sustained minor injuries. Officers from the California Highway Patrol responded to the crash scene and assumed the traffic collision portion of the investigation.

The driver of the BMW was identified as Gabriel Cabrera, a 25-year-old resident of Moreno Valley and was suspected of being under the influence of alcohol. Cabrera was arrested and booked at the Robert Presley Detention Center for recklessly evading a peace officer, hit and run with injury, committing a felony while out of custody on bail, assault with a deadly weapon, driving under the influence of alcohol causing injury, and resisting an executive officer. The passenger of the BMW was identified as Robert Valdez, a 21-year-old resident of Moreno Valley. Valdez was arrested for assault with a deadly weapon and booked at the Robert Presley Detention Center.

The Riverside County Sheriff’s Office – Perris Station Reminds Drivers to Always Stop for School Buses During National School Bus Safety Week

Perris, Calif. – This National School Bus Safety Week (October 17-21), the Riverside County Sheriff’s Office – Perris Station supports efforts throughout the state to keep children and caregivers safe by reminding drivers on the dangers of passing a stopped school bus. Drivers are required to come to a complete stop when a school bus stop-arm is extended, and the red lights are flashing.

Held annually during the third week of October, National School Bus Safety Week is a way for parents, children, teachers, bus drivers, school administrators and law enforcement to promote traveling to and from school by bus as a safe transportation option. This year’s campaign focuses on preventing illegal school bus passing.

While riding the bus is the safest way for children to get to and from school, an alarming number of drivers illegally pass school buses who have their red lights activated. From 2011 to 2020 a total of 218 school-age children (18 and younger) died in school-bus-related crashes during that period, either riding on school buses, other cars, or on foot or bike, according to the National Highway Traffic Safety Administration (NHTSA).

National Teen Driver Safety Week kicks off October 16

In recognition of National Teen Driver Safety Week (October 16-22), The Riverside County Sheriff’s Office – Perris Station, encourages teens and their parents to talk about the importance of following the rules of the road and driving responsibly.

Car crashes remain the leading cause of death for teens. According to the Insurance Institute for Highway Safety (IIHS), 2,378 teenagers died in car crashes in 2020 – a 14% increase from the prior year. Per mile driven, teen drivers are nearly four times as likely to be involved in a crash as drivers in all other age groups.

Recently, deputies from the Perris Station, have fielded numerous complaints from community members about subjects using signs to solicit money at the intersection of Perris Boulevard and Nuevo Road in the city of Perris. These subjects had either been soliciting money for a sick child or to help with funeral expenses for a loved one.

On October 13, 2022, the Perris Station Problem Oriented Policing Team responded to that intersection and conducted an investigation in regards to subjects soliciting money for a funeral, standing in the center median, and running into traffic. During the investigation, it was determined the deceased individual listed on the sign was fictitious, and there was no funeral at all. Three juveniles, ages 17, 14, and 13, were detained for soliciting and theft by false pretenses, and later released. The sign used, as well as the money collected by the subjects, were seized.

The Riverside County Sheriff’s Department discourages residents from donating money to anyone with a homemade sign seeking money because, in most instances, it is a scam. If anyone sees a solicitor with a sign, they are encouraged to report it to the Riverside Sheriff’s Department or their local police department.

Mini-Van and Lexus Crash at Riverside Intersection, Leaving Teen Dead

On October 2, 2022, about 3:16 PM, deputies from the Moreno Valley Station responded to a report of a major-injury traffic collision at the intersection of Moreno Beach Drive and Cactus Avenue in the city of Moreno Valley. Deputies arrived on-scene to find the collision involved a gray 2001 Lexus IS300 being driven by a 17 year-old male and a white 2020 Honda Odyssey being driven by a 59 year-old female. The driver of the Lexus was located without a pulse and suffering from traumatic life-threatening injuries. Despite the life-saving measures attempted by CalFire, the juvenile driver was declared deceased at the scene. The driver of the Honda was located at the scene and she, along with her 5 passengers, were transported to a local area hospital for minor injuries. A female juvenile passenger in the Lexus was also transported to a local area hospital for major traumatic injuries.

The Moreno Valley Station Traffic Collision Reconstruction Team responded to the scene and assumed the investigation. The preliminary investigation revealed the Lexus was traveling northbound on Moreno Beach Drive, as it approached a red traffic signal at the intersection of Cactus Avenue. The Honda was traveling eastbound on Cactus Avenue and entered the intersection on a green traffic signal. The Lexus continued into the intersection and was broadsided by the Honda in the intersection. The impact of the collision caused the Lexus to then collide into a metal traffic signal pole on the northeast corner of the intersection.

The identity of the involved parties will not be released pending further investigation and notification of next of kin. It is unknown at this time if drugs and/or alcohol are a factor in this collision.

The collision investigation required the closure of northbound Moreno Beach Drive between Marion Way and Cactus Avenue, as well as the closure of Cactus Avenue between Moreno Beach Drive and Bradshaw Circle, for scene processing and evidence collection.

Posted on: October 1, 2022Pedestrian Fatally Struck By Two Hit and Run DriversReporting Deputy: Sergeant Steven RiveraFile # Y222730043Details:On Friday, September 30, 2022, at 10:24 PM, Thermal Station deputies assigned to the city of Coachella, responded to a report of a major injury collision involving a vehicle versus a pedestrian in the intersection of Cesar Chavez Street and Cairo Street. Upon arrival, deputies located a Hispanic male adult approximately 50 years old, lying unresponsive in the middle of the street. Paramedics were summoned to the scene and life-saving measures were performed; however, the pedestrian succumbed to his injuries at a local hospital. The preliminary investigation revealed the pedestrian was struck by two separate vehicles moments apart, both of whom fled the scene without stopping.The Coachella traffic team responded to the location and assumed the investigation. The cause of the collision has not yet been determined and the investigation is still ongoing. The identity of the deceased will not be released pending further investigation and the notification of the next of kin.
