On Wednesday, October 5, 2022, deputies from the Perris Sheriff’s Station responded to a series of robberies that occurred between the hours of 5:40 PM-7:36 PM in various parties of the Perris area, the last one occurring at a location in the 400 block of S “G” Street. Victims of the robberies reported a Hispanic male adult approached them, brandished a firearm, demanded money, and then fled the area. An extensive search of the area was conducted and deputies located the suspect and his vehicle in the 600 block of Indian Hills Circle. The suspect was identified as Byron Maquiz, a 30-year-old resident of Perris, was arrested for Robbery, Felon in Possession of a Firearm, Felon in Possession of Ammunition, Possession of a Short Barreled Rifle, and Violation of Probation. Maquiz was booked at the Cois Byrd Detention Center, where his bail was set at $1,000,000.00.

Possession of Stolen Property / Weapons Violation

In November 2021, deputies from the Moreno Valley Station responded to a report of a vehicle burglary that occurred in the 14500 block of Innovation Drive in Riverside. During that burglary, multiple laptops were stolen from a vehicle. Moreno Valley Station’s Robbery Burglary Suppression Team (RBST) assumed the months long investigation.

On October 6, 2022, RBST, with the assistance of the Moreno Valley Station’s Problem Oriented Policing (POP) Team, executed a search warrant at a residence in the 17300 block of Jupiter Avenue in Victorville. During service of the warrant, three of the stolen laptops were recovered, as well as an illegal firearm.

The suspect in possession of the laptops was identified as Amado Morales, a 27-year-old resident of Victorville. While at that residence, Miguel Morales, a 25-year-old resident of Victorville, was found to be in possession of an illegal firearm. Amado was transported and booked at the Robert Presley Detention Center for possession of the stolen property. Miguel was arrested and later released pending a filing with the San Bernardino County District Attorney’s Office for weapons violations.

Fundraiser Scam

Recently, deputies from the Perris Station, have fielded numerous complaints from community members about subjects using signs to solicit money at the intersection of Perris Boulevard and Nuevo Road in the city of Perris. These subjects had either been soliciting money for a sick child or to help with funeral expenses for a loved one.

On October 13, 2022, the Perris Station Problem Oriented Policing Team responded to that intersection and conducted an investigation in regards to subjects soliciting money for a funeral, standing in the center median, and running into traffic. During the investigation, it was determined the deceased individual listed on the sign was fictitious, and there was no funeral at all. Three juveniles, ages 17, 14, and 13, were detained for soliciting and theft by false pretenses, and later released. The sign used, as well as the money collected by the subjects, were seized.

The Riverside County Sheriff’s Department discourages residents from donating money to anyone with a homemade sign seeking money because, in most instances, it is a scam. If anyone sees a solicitor with a sign, they are encouraged to report it to the Riverside Sheriff’s Department or their local police department.

Homeless Outreach related Fentanyl Seizure

On Thursday, October 6, 2022, the Moreno Valley Station’s Homeless Outreach Team responded to a homeless encampment, located on the shoulder of the Highway 60 on ramp at Day St. While conducting outreach operations, deputies observed evidence of illegal narcotics. The investigation uncovered a total of 24 grams of fentanyl and evidence of the sale of narcotics.

As a result of the investigation, deputies arrested three people at the location. Katherine Bergh, a 24-year-old female from Redlands, was found in possession of 22 grams of fentanyl and paraphernalia indicative of narcotics sales. Bergh was also arrested for two outstanding arrest warrants. Karsten Gonzalez, a 38-year-old male from Moreno Valley, was arrested for possession of fentanyl. Lauren Gonzalez, a 42-year-old female from Moreno Valley, was arrested for two outstanding arrest warrants.

The Homeless Outreach Team (HOT) is committed to assisting the community with issues related to homelessness through education and outreach. HOT addresses issues surrounding quality of life, encampments, and makes assessments of housing, substance abuse, and behavioral health needs.

The Riverside County Sheriff’s Office – Perris Station Reminds Parents Are Key to Keeping Teens Safe Behind the Wheel

National Teen Driver Safety Week kicks off October 16

In recognition of National Teen Driver Safety Week (October 16-22), The Riverside County Sheriff’s Office – Perris Station, encourages teens and their parents to talk about the importance of following the rules of the road and driving responsibly.

Car crashes remain the leading cause of death for teens. According to the Insurance Institute for Highway Safety (IIHS), 2,378 teenagers died in car crashes in 2020 – a 14% increase from the prior year. Per mile driven, teen drivers are nearly four times as likely to be involved in a crash as drivers in all other age groups.

“Parents play a critical role in teen driver safety and in communicating important driving safety information,” said Sergeant Bikul with the Perris Station. “Teen drivers are still gaining experience behind the wheel and more likely to take risks and pick up bad habits. It is important for parents and caregivers to play an active role in talking to their teens about risky driving behaviors that can lead to deadly and tragic consequences.”

The Perris Station Traffic Team offers the following tips to parents and guardians for starting conversations about safe driving with teens:

  • Provisional Driver’s License: Learn about California’s provisional licensing law, which places restrictions on passengers and driving at night during the first year they have a license.
  • Lead by example: Have driving sessions with your teen. Tell, but also show your teen how to drive safely.
  • Set ground rules: Be firm on rules such as no phone use, being distracted by friends, always following the speed limit, and always buckling up.
  • Sober driving: Emphasize the importance of never driving under the influence or riding with someone who has been drinking.

Assault with a Deadly Weapon Arrest

On September 22, 2022, at 5:19 PM a shooting occurred in the area of Frederick Street and Sunnymead Boulevard in Moreno Valley. The Moreno Valley Sheriff’s Station Special Enforcement Team/Gang Unit assumed this investigation and identified the shooter as Luis Duran Villalobos, a 34-year-old resident of Moreno Valley.

On October 6, 2022, deputies assigned to the Moreno Valley Sheriff’s Station Special Enforcement Team/Gang Unit located Villalobos at his residence in the 12700 block of Frederick Street in Moreno Valley and a search warrant was authored and executed. Villalobos was taken into custody without incident and a firearm was located inside the residence. Villalobos was booked into custody at the Robert Presley Detention Center.

The Riverside County Sheriff’s Office – Perris Station Reminds Drivers to Always Stop for School Buses During National School Bus Safety Week

Perris, Calif. – This National School Bus Safety Week (October 17-21), the Riverside County Sheriff’s Office – Perris Station supports efforts throughout the state to keep children and caregivers safe by reminding drivers on the dangers of passing a stopped school bus. Drivers are required to come to a complete stop when a school bus stop-arm is extended, and the red lights are flashing.

Held annually during the third week of October, National School Bus Safety Week is a way for parents, children, teachers, bus drivers, school administrators and law enforcement to promote traveling to and from school by bus as a safe transportation option. This year’s campaign focuses on preventing illegal school bus passing.

While riding the bus is the safest way for children to get to and from school, an alarming number of drivers illegally pass school buses who have their red lights activated. From 2011 to 2020 a total of 218 school-age children (18 and younger) died in school-bus-related crashes during that period, either riding on school buses, other cars, or on foot or bike, according to the National Highway Traffic Safety Administration (NHTSA).

With few exceptions, California law requires drivers to stop in both directions when a school bus has flashing red lights on. Drivers must stop until the red lights are off, and children are on or off the bus and safely out of the road.

“It is so important to remind drivers in our community that when red lights are flashing, there is no passing,” Perris Station Traffic Sergeant K. Bikul said. “Children and their caretakers are relying on drivers to follow the law and keep them safe.”

Reminding Drivers to Beware and Alert for Trick-or-Treaters on Halloween Night

Perris, California. – As Halloween creeps closer, The Riverside County Sheriff’s Office – Perris Station, encourages everyone on the road to be extra careful as more children are out walking the neighborhood haunting for treats.

“We want our community to have a fun night out on Halloween, but to also stay safe and make responsible choices,” Perris Station Traffic Sergeant Kasim Bikul said. “If your night involves drinking, please make sure you plan for a sober ride home. Even one drink can impair judgement.”

Because of the parties, trick-or-treating, and other festivities, Halloween night can be especially dangerous on our nation’s roads. According to the National Highway Traffic Safety Administration, adults between the ages of 21 and 34 had the highest percentage (68%) of fatalities in drunk-driving crashes on Halloween night in 2020. During that same night, 11 pedestrians were killed in drunk-driving crashes.

Whether you are celebrating the spirit of Halloween or Día de los Muertos, the Perris Station offers the following tips for families to be as safe as possible and share the road safely:

Drivers

  • Slow down and watch out for more foot traffic in residential neighborhoods.
  • Take extra time looking for trick-or-treaters at intersections and entering/exiting driveways.
  • Never drive distracted or impaired.
  • If you are heading to a local bar, restaurant or house party and plan to drink, bring the designated sober driver with you, use a ride-hailing service, or stay the night.

Parents and trick-or-treaters

  • Make sure costumes fit to prevent trips and falls.
  • Decorate costumes and bags/buckets with reflective tape.
  • Have kids use flashlights or glow sticks to make it easier for drivers to see them.
  • Walk on sidewalks, when available. Avoid darting into the street or crossing between parked cars.
  • Stick to familiar, well-lit routes.
  • Look both ways before crossing the street. Make eye contact with drivers before crossing in front of them.

In an effort to keep trick-or-treaters and others in the Halloween spirit safe, deputies at the Perris Station will be on patrol and looking for drivers suspected of driving under the influence of alcohol and/or drugs.

Stalking, Annoy & Molest a Child, and Indecent Exposure Arrest

On October 11, 2022, deputies from the Moreno Valley Station investigated allegations of a subject who exposed himself to an underage female and repeatedly asked her to enter his car at Perris Boulevard and John F Kennedy Drive in Moreno Valley. The juvenile refused the suspect’s advances, was unharmed, fled the location, and contacted the sheriff’s department.

During this investigation, it was learned that a separate incident with similar circumstances was reported approximately one month prior at John F Kennedy Drive and Kitching Street in Moreno Valley involving a different victim. Sheriff’s Investigators were able to link the two incidents together and identify the suspect as Armando Richard Garcia, a 32-year-old resident of Moreno Valley. Garcia was ultimately arrested on October 12, 2022, and booked into the Robert Presley Detention Center for Stalking, Annoying and Molesting a Child, as well as Indecent Exposure.

The vehicle used in both reported incidents is a White Dodge Journey, with a large red sticker on the rear window. The Riverside County Sheriff’s Department believes there may be additional victims that have yet to come forward, and any potential victim is encouraged to contact Deputy Gregory Horta of the Moreno Valley Sheriff’s Station at 951-486-6700.
