Fatal Traffic Collision

On Wednesday, September 21, 2022, about 12:50 AM, deputies from the Moreno Valley Station responded to a major injury traffic collision near the intersection of Bay Ave and Perris Blvd in the city of Moreno Valley. Deputies arrived within minutes and located a collision involving a red 2014 Kia Optima and an adult male pedestrian. The pedestrian suffered major injuries and life-saving measures were performed; however, the pedestrian succumbed to his injuries.

The Moreno Valley Traffic Reconstruction Team responded to the location and assumed the investigation. The pedestrian was identified as Gil Revoir, an 81-year-old male resident of Moreno Valley. The driver of the Kia Optima remained at the scene and cooperated with the investigation. It does not appear alcohol or drugs were a factor in this collision.

Moreno Valley, Calif. – The Riverside County Sheriff’s Department, Moreno Valley Station, reminds everyone when it comes to selecting the right car seat for your child, one size does not fit all. There are three types of car seats: rear-facing, forward-facing, and the booster, with each best suited to protect a child based on their age and size. To learn more about finding and using the correct car seat, visit the National Highway Traffic Safety Administration website.

California law requires all children under 2 years old to ride in a rear-facing car seat, unless the child is 40 or more pounds or is 40 or more inches tall. Parents are encouraged to keep your child in rear- and forward-facing seats as long as possible. Children 8 and older, who are at least 4 feet, 9 inches in height, may ride in the back seat of a vehicle in a properly fitted safety belt.

According to the National Highway Traffic Safety Administration (NHTSA), nearly half of car seats (46%) are misused.

Child Passenger Safety Week concludes with National Seat Check Saturday on September 24th. To search for car seat programs in your county, visit the OTS website. You may also contact your local CHP Area Office to schedule a free child safety seat inspection.

Suspect Arrested After an Assault in Moreno Valley

On Thursday, September 29, 2022, deputies from the Moreno Valley Station responded to the intersection of Indian Street and Alessandro Boulevard in Moreno Valley to investigate a report of domestic violence. The investigation revealed an adult male suspect, identified as Daniel Esqueda, assaulted his girlfriend while in the presence of their small child and then fled from the scene.

A few minutes later, deputies located Esqueda’s vehicle at a residence in the 2300 block of New England Drive. As deputies arrived, they saw Esqueda walking toward the residence and out of sight. Deputies surrounded the house and called for Esqueda to come out, but he did not comply. Esqueda remained hidden on the property, causing a search warrant to be authored. The SWAT team arrived to serve the warrant and located Esqueda hiding in a shed on the property. After some negotiations, Esqueda surrendered peacefully and was taken into custody without incident.

Esqueda was booked into the Robert Presley Detention Center on charges of Domestic Violence, Assault with a Deadly Weapon, Resisting a Peace Officer, Child Endangerment, Violating the Terms of his Probation, and an outstanding Felony Warrant.

Fatal Traffic Collision

On October 2, 2022, about 3:16 PM, deputies from the Moreno Valley Station responded to a report of a major-injury traffic collision at the intersection of Moreno Beach Drive and Cactus Avenue in the city of Moreno Valley. Deputies arrived on-scene to find the collision involved a gray 2001 Lexus IS300 being driven by a 17 year-old male and a white 2020 Honda Odyssey being driven by a 59 year-old female. The driver of the Lexus was located without a pulse and suffering from traumatic life-threatening injuries. Despite the life-saving measures attempted by CalFire, the juvenile driver was declared deceased at the scene. The driver of the Honda was located at the scene and she, along with her 5 passengers, were transported to a local area hospital for minor injuries. A female juvenile passenger in the Lexus was also transported to a local area hospital for major traumatic injuries.

The Moreno Valley Station Traffic Collision Reconstruction Team responded to the scene and assumed the investigation. The preliminary investigation revealed the Lexus was traveling northbound on Moreno Beach Drive, as it approached a red traffic signal at the intersection of Cactus Avenue. The Honda was traveling eastbound on Cactus Avenue and entered the intersection on a green traffic signal. The Lexus continued into the intersection and was broadsided by the Honda in the intersection. The impact of the collision caused the Lexus to then collide into a metal traffic signal pole on the northeast corner of the intersection.

The identity of the involved parties will not be released pending further investigation and notification of next of kin. It is unknown at this time if drugs and/or alcohol are a factor in this collision.

The collision investigation required the closure of northbound Moreno Beach Drive between Marion Way and Cactus Avenue, as well as the closure of Cactus Avenue between Moreno Beach Drive and Bradshaw Circle, for scene processing and evidence collection.

Armed Robbery Suspects Apprehended

On October 1, 2022, at 11:45 PM, Moreno Valley Station deputies responded to a report of a robbery that occurred in the area of Chagall Court and Alessandro Boulevard in Moreno Valley. The victim was sitting in his vehicle when two subjects approached him with a firearm and stole his property. Moreno Valley Station Special Enforcement Team/GANG unit responded and assisted in identifying the suspects. Deputies searched the area, but were unable to locate them.

On October 3, 2022, the Moreno Valley Station’s Robbery Burglary Suppression Team(RBST) assumed the investigation. The investigation revealed the suspects in the armed robbery were identified as Gerardo Banaga, a 31-year-old resident of Moreno Valley and David Banaga, a 24-year-old resident of Corona.

On October 3, 2022, RBST located the robbery suspects at two separate residences. RBST, with the assistance of the Moreno Valley Station’s Problem Oriented Policing(POP) Team, executed search warrants on the residences where the Gerardo and David Banaga were found and arrested in the 24000 block of Filaree Avenue, Moreno Valley and the 2100 block of Alpinemist Street, Corona.

While at the residence in Corona, Tony Moya, a 29-year-old resident, was also arrested for an outstanding felony warrant and Joshua Morris, a 38-year-old resident, was also arrested for an outstanding domestic violence warrant. All suspects were transported and booked at the Robert Presley Detention Center on related charges.

Everyone is a Pedestrian: October is National Pedestrian Safety Month

Moreno Valley, Calif. – October is National Pedestrian Safety Month and the Riverside County Sheriff’s Department—Moreno Valley Station, will raise awareness about the safety of people walking throughout the month, emphasizing that “safe drivers, safe speeds and safe vehicles save lives.”

“Whether in a parking lot, crosswalk, or sidewalk, we are all pedestrians at one point,” Riverside County Sheriff’s Department’s Deputy Christopher Loucks said. “Drivers, please slow down and be extra careful around people walking. Put yourself in their shoes and drive how you would want someone to drive when you are walking.”

The safety of people outside of vehicles is a significant traffic safety concern, with at least two pedestrians or bicyclists killed on California roads every day. Between 2010 and 2019 in California, pedestrian deaths increased more than 40 percent and bicyclist deaths went up more than 60 percent. In 2020, 6,516 pedestrians were killed in the United States an average of 18 pedestrians a day and one pedestrian killed every 81 minutes.

Speeding, poor lighting, mid-block crossing and impairment are the main factors in pedestrians being struck by vehicles.

The Riverside County Sheriff’s Department—Moreno Valley Station, offers the following safe driving and walking tips:

Drivers

  • Do not speed and slow down at intersections. Be prepared to stop for pedestrians at marked and unmarked crosswalks.
  • Avoid blocking crosswalks while waiting to make a right-hand turn.
  • Never drive under the influence of alcohol and/or drugs.

Pedestrians

  • Use signalized crosswalks where drivers expect foot traffic.
  • Watch for approaching vehicles and be careful crossing the street, especially busier streets with higher speed limits. At 30 mph, a driver needs at least 90 feet to come to a stop.
  • Get in the habit of wearing light colors, reflective material, and walking with a flashlight at night so it is easier for drivers to see you.

The Riverside County Sheriff’s Department—Moreno Valley Sheriff’s Station, Supports National Walk and Roll to School Day Oct. 12

Moreno Valley, Calif.– The Riverside County Sheriff’s Department—Moreno Valley Station, encourages parents and students to join their classmates and walk, bike, or roll to class Oct. 12.

“Walk and Roll to School Day” is celebrated annually to highlight the benefits of exercise and practice pedestrian and road safety with other students, families, and caregivers.

“Walking to school is a great way to exercise on a daily basis and feel comfortable getting to and from school safely,” Riverside County Sheriff’s Department’s Deputy Andrew Galbreath said. “We hope this is a fun, rewarding experience for students and members of the community that shows how important it is for everyone to be safe walking, biking or rolling.”

The Riverside County Sheriff’s Department—Moreno Valley Station offers tips for students who walk, bike, or roll to school:

  • Plan your route on roads with sidewalks or paths away from traffic. If there are no sidewalks, walk or ride as far from cars as possible, facing traffic.
  • Use crosswalks, preferably at stop signs or signals. If there are unmarked crosswalks, cross at corners on streets with fewer lanes and lower speed limits.
  • Always look left-right-left before crossing the street. Continue to scan for traffic as you cross the street.
  • Watch for cars entering/leaving driveways or parking spaces.
  • Always wear a helmet when riding or rolling.
  • Be aware of your surroundings. Keep earbud or headphone volume low enough so you can still hear around you.

Drivers should be extra careful and anticipate more foot and bike traffic the morning of Oct. 12, as well as be prepared to stop for school buses and children crossing the street. Drivers should always watch their speed and slowdown in school zones.

Schools are encouraged to register at walkbiketoschool.org as a way of tracking participation and showing support for active, healthy, and safe transportation.

Deputies Arrest Child Sex Predator

On September 30, 2022, at 8:15 PM, deputies and investigators from the Perris Station arrested a man who tried to make inappropriate contact with a minor.

Deputies were called to a business in the 1800 block of Perris Boulevard just after 4:20 PM, after a well-known advocacy group, Child Predator Catching Unit, posed as a child online and the suspect, Louis Lockard, agreed to meet the child at the business, after arranging to have sexual relations.

Once Lockard arrived inside the business, he was confronted by members of the advocacy group, who then called deputies for assistance. A deputy determined that the evidence given to him, solely obtained by the advocacy group and not the Riverside County Sheriff’s Department, was insufficient to make an arrest at the scene, and Lockard was allowed to leave without being arrested. Shortly thereafter, additional deputies reviewed the details of the investigation and determined there was, in fact, sufficient evidence of a crime and continued the investigation.

Perris Station investigators quickly took over the investigation and worked with the advocacy group to obtain all evidence needed to assist in the investigation. Investigators conducted an extensive search of the area and were able to locate and arrest Lockard at a business in the 2100 block of Trumble Road in Perris. Lockard was arrested for sexual communication with a minor and arranging a meeting with a minor to engage in sexual conduct.

The Riverside County Sheriff’s Department wants to acknowledge the efforts of citizens who want to make our community safer.

Armed Robbery Suspect Arrested

On Wednesday, October 5, 2022, deputies from the Perris Sheriff’s Station responded to a series of robberies that occurred between the hours of 5:40 PM-7:36 PM in various parties of the Perris area, the last one occurring at a location in the 400 block of S “G” Street. Victims of the robberies reported a Hispanic male adult approached them, brandished a firearm, demanded money, and then fled the area. An extensive search of the area was conducted and deputies located the suspect and his vehicle in the 600 block of Indian Hills Circle. The suspect was identified as Byron Maquiz, a 30-year-old resident of Perris, was arrested for Robbery, Felon in Possession of a Firearm, Felon in Possession of Ammunition, Possession of a Short Barreled Rifle, and Violation of Probation. Maquiz was booked at the Cois Byrd Detention Center, where his bail was set at $1,000,000.00.
