The Chino Hills resident was not on duty when he was driving southbound on Euclid Avenue in a 2006 Chevrolet Silverado at about 12:30 a.m. Sunday. He was struck by Yijie Mao, 26, of Alhambra, who was driving a 2014 BMW SUV traveling westbound on Edison Avenue.

O’Loughlin was pronounced dead at the scene.

Mao was arrested on suspicion of gross vehicular manslaughter while intoxicated and DUI causing injury, after police allege that he was found to be driving under the influence of alcohol and marijuana.
